Los empresarios de ocio nocturno catalanes pactan medidas para luchar contra la contaminación acústica

La Federación Catalana de Asociaciones de Actividades Recreativas Musicales (Fecasarm) y la Federación Intercomarcal de Hostelería y Restauración de Barcelona (FIHR) firmaron hoy un acuerdo con la Asociación Catalana contra la Contaminación Acústica (ACCA) para luchar contra la contaminación acústica en horario nocturno.
El acuerdo manifiesta el interés de las tres asociaciones por "alcanzar un equilibrio entre los intereses de las personas que durante la franja horaria nocturna desarrollan sus negocios lúdicos o desean divertirse" y "los de aquellas personas que durante el mismo periodo deseen descansar".
A través del pacto, las asociaciones se comprometen, entre otras medidas, a expulsar a los empresarios que no respeten la convivencia y no adopten medidas correctoras, a denunciar a los locales que no cumplan con la normativa o no acepten someterse a una medición acústica y a emprender campañas de concienciación entre los clientes de los establecimientos.
El presidente de la Fecasarm, Joaquim Boadas, admitió que existe un "problema de convivencia" entre las personas que desean divertirse y las que desean descansar "que se tiene que solventar" y aseguró que su objetivo no es "perseguir a los locales que sean focos de ruido", sino "anticiparnos y atacar el problema en su origen".
Por su parte, el presidente de la ACCA, Lluís Gallardo, explicó que su asociación ha decidido firmar un "en apariencia contradictorio" acuerdo con los locales de ocio nocturno para conseguir una solución "rápida, económica y factible" al problema del ruido por la noche, frente a la tramitación "larga y farragosa" de las denuncias por vía municipal.
Gallardo afirmó que sólo el 25% de las quejas que reciben por contaminación acústica tiene su origen en los locales de ocio nocturno, frente al 60% que están relacionadas con el "incivismo vecinal", como perros que ladran por las noches o música demasiado alta a horas intempestivas.

Més d’un miler de locals d’oci nocturn de Barcelona estan disposats a pagar el que costa un estudi sonomètric per evitar anar a judici amb els veïns que es queixen del soroll.
Mitjançant un conveni signat ahir entre tres entitats vinculades al sector, els ciutadans que tinguin problemes amb el soroll poden demanar un servei de mediació que, basant-se en el resultat d’un estudi d’impacte acústic, determinaran les solucions al conflicte.
És un servei gratuït per als qui el sol·licitin i, d’aquesta manera, els veïns es poden arribar a estalviar els prop de 4.000 euros que els costaria emprendre la via judicial.
Per als empresaris suposa també un avantatge, perquè s’estalvien les despeses derivades d’un litigi i només s’han de fer càrrec dels 1.000 euros que costa la prova sonomètrica.
Intervenció municipal
L’Associació Catalana Contra la Contaminació Acústica (ACCCA ) atén així les queixes dels veïns i encarrega un estudi d’impacte acústic a l’empresa especialitzada Laboratorio de Ensayos Metrológicos (LEM).
De moment, la Federació Catalana d’Associacions d’Activitats Recreatives Musicals (FECASARM) i també la Federació Intercomarcal d’Hostaleria i Restauració (FIHR), que apleguen més d’un miler de locals a l’àrea de Barcelona i 9.900 a tot Catalunya, són les úniques entitats que han signat l’acord, però està obert a noves incorporacions. S’ha convidat també els ajuntaments a actuar com a mediadors.
De fet, des de la Federació Catalana de Locals d’Oci Nocturn (FECALON ), que aplega 600 locals a tot Catalunya, es va provar una experiència similar al 2005 i no va obtenir èxit "perquè sense la intervenció de l’Ajuntament no teníem cap aval per actuar", explicava ahir el president de l’entitat, Fernando Martínez.
L’Ajuntament de Barcelona va valorar ahir "molt positivament la implicació del sector". Fonts municipals van matisar que estan "oberts a estudiar la proposta".
Locals ‘bons’ contra els ‘dolents’
"Si el local es nega a fer l’estudi d’impacte acústic, nosaltres ens comprometem a perseguir-lo". Amb aquestes contundents paraules s’expressava ahir el secretari general de la patronal FECASARM, Joaquim Boadas.
Al sector estan convençuts que els locals d’oci nocturn que incompleixen la normativa vigent de forma "conscient i voluntària" només representen l’1% del total, però embruten la imatge de tot el sector. Per aquest motiu, les tres entitats que han signat el «pacte per a la convivència nocturna» s’han compromès a «donar suport a qualsevol acció que s’emprengui contra els infractors».

Alternativa Sí se Puede por Tenerife convoca hoy, a las 18:15 horas, una "marcha del silencio" para protestar por la saturación de ruido, derroche y demagogia de esta campaña electoral. Dicha protesta saldrá desde el Reloj de Flores, en el parque García Sanabria, se desarrollará en silencio y con un atuendo peculiar, de colores oscuros.
Los integrantes de dicha propuesta política protestan de esta singular manera ante el hecho de que la actual campaña electoral está repleta de ruido, de vallas publicitarias, de debates y publicidad en televisión y en la radio, "el de la competencia imperfecta de los grandes partidos, el ruido del dinero derrochado, el ruido de las voces que prometen lo mismo que llevan años prometiendo, el ruido de Las Teresitas clamando justicia, el ruido del destrozo de una isla que no aguanta más", según un comunicado. Alternativa Sí Se Puede por Tenerife ha preparado un acto en esta recta final de la campaña, con una "marcha del silencio", en la que procurarán no hacer ruido, ya que según consideran sus afiliados "respetaremos el silencio de las calles y lo adornaremos sólo con el sonido de chácaras y tambores".
El acto de protesta de Alternativa Sí se Puede por Tenerife partirá desde el parque García Sanabria y culminará en la plaza de la Candelaria.
Los convocantes solicitan que quienes deseen unirse a esta forma de reivindicar la forma en que se está desarrollando la actual campaña electoral acudan de manera silenciosa y con camisas de color oscuro, como "muestra de rechazo frente a esta situación insostenible y como motivo de esperanza en que sí se puede cambiar el rumbo de la Isla", según una nota.

La Generalitat tanca per sorolls el Keops de Santa Coloma

La Generalitat ha decidit tancar l´històric bar musical Keops de Santa Coloma de Farners a causa d´expedient sancionador per sorolls i molèsties als veïns que va ser iniciat molts mesos enrere. El local, que en compliment de la resolució de la Generalitat estarà tancat entre una setmana i quinze dies, haurà de pagar també una multa de 3.600 euros per la sanció.
El bar musical Keops, situat al carrer Francesc Moragas en ple centre de la ciutat, és un històric de la moguda nocturna a la Selva interior però d´un temps cap aquí ha estat envoltat per la polèmica perquè els veïns de la zona han protagonitzat diversos moviments de queixa pel soroll i per l´incompliment de l´horari de tancar. Segons els veïns, el Keops està duent a terme una activitat d´oci nocturn per la qual no està autoritzat ja que té llicència de bar però funciona com una discoteca.
En base a l´autorització que l´Ajuntament ha concedit al Keops, el local hauria de tancar ordinàriament a dos quarts de tres de la matinada però, segons els veïns, això s´incompleix de manera habitual -de fet han demanat a l´Ajuntament que procedeixi a tancar el local de manera definitiva perquè ells consideren reiterats incompliments de l´horari-.
Des de Fecasarm (Federació catalana d´associacions d´activitats recreatives musicals), l´advocat Joaquim Boadas de Quinatana va posar ahir de manifest la seva disconformitat amb la mesura de tancament ja que «és una sanció que deriva d´una actuació dels anteriors propietaris» i afegia que «el local ja va estar tancat durant un impàs de quatre o cinc mesos i nosaltres entenem que aquest temps ja hauria estat suficient per complir la sanció».

Prop de 10.000 locals d'oci nocturn, a través de la Federació d'Associacions d'Activitats Musicals (Fecasarm) i la d'Hostaleria i Restauració de Barcelona (Fihr), han arribat a un acord amb l'Associació Catalana contra la Contaminació Acústica i ahir van signar el Pacte per la Convivència Nocturna, un acord per reduir l'excés de soroll als locals i també als carrers i on les dues federacions es comprometen a expulsar-ne el socis que no adoptin mesures per corregir l'excés de soroll als locals.
Els empresaris de bars musicals i locals d'oci nocturn s'han compromès a expulsar de totes dues federacions els socis que no facin res per corregir l'excés de soroll dels seus locals i que per tant estiguin incomplint els límits de nivells d'emissió sobre l'ambient interior i exterior dels habitatges veïns. A més, es comprometen a denunciar-los davant l'Ajuntament. Abans de portar a terme totes dues accions, les dues federacions oferiran als locals la possibilitat de realitzar un estudi d'impacte acústic d'acord amb la llei i les mesures correctores que dictamini el Laboratori d'Assajos Metrològics. El segon compromís dels empresaris agrupats en la Fecasarm i la Fihr és promoure campanyes de conscienciació entre els clients, tant pel que fa al consum de begudes alcohòliques barrejades amb la conducció, com de drogues i d'incivisme. El tercer compromís de les federacions és recomanar als establiments que sol·licitin el segell de qualitat que actualment està en fase de proves pel Departament de Medi Ambient de la Generalitat.
La sentència que va castigar amb quatre anys de presó l'amo d'un bar de Barcelona per no haver-hi reduït l'excés de soroll ha empès la resta d'empresaris de bars musicals a arribar a un segon acord amb l'Associació Catalana contra la Contaminació Acústica (ACCA) per trobar solucions «contundents, eficaces i ràpides» a l'excés de soroll que pateixen els veïns, segons paraules del portaveu de la Fecasarm, Joaquim Boadas, i evitar perjudicis als empresaris que sí que compleixen la normativa.
UN SEGON ACORD
L'acord es diu Pacte per a la Convivència Nocturna, molt semblant al que es va signar el juliol del 2005 entre l'ACCA i la Federació Catalana de locals d'oci nocturn, la Fecalon, però que no es va arribar a desenvolupar a causa de «la manca de confiança», entre les dues parts, segons el portaveu de l'ACCA, l'advocat Lluís Gallardo. La Fecalon ha criticat que l'ACCA optés per la via penal a l'hora de denunciar els locals i que l'Ajuntament permetés el tancament d'establiments sense la realització de proves acústiques. D'altra banda, l'associació acusava els propietaris dels locals de no fer res per reduir els sorolls.
Gallardo assenyala que, tot i que només un 25% de les queixes que arriben a l'associació es deuen a l'excés de soroll dels locals d'oci nocturn –la majoria, un 60%, ho són per actes d'incivisme– el pacte pot significar «una solució ràpida i econòmica als problemes de soroll que pateixen els veïns, després d'anys de queixes continues», va dir.

La junta de gobierno del ayuntamiento de Murcia aprobó hoy la elaboración, por valor de 65.240 euros, del mapa de ruido del municipio, como obliga la normativa europea a las localidades con más de 250.000 habitantes, según informaron fuentes municipales.
En un comunicado de prensa explicaron que el objetivo de este mapa es determinar la exposición al ruido ambiental, poner a disposición de la población la información sobre el ruido y sus efectos, y adoptar planes de acción.
Añadieron que la elaboración de este mapa permitirá enviar al Ministerio de Medio Ambiente los datos requeridos que deben remitirse también a la Comisión, según la Directiva 2002/49/CE del Parlamento Europeo sobre evaluación y gestión del ruido ambiental.
Este mapa determinará el grado de exposición de la población en la zona de estudio al ruido ambiental producido por las diferentes fuentes de ruido existentes, y detectará las zonas especialmente sensibles al ruido como hospitales, colegios o residencias.
Asimismo indicaron que este iniciativa servirá, además, de soporte técnico para las nuevas edificaciones que se desarrollen y para disponer de las herramientas necesarias para predecir la variación de los niveles sonoros que supondría una actuación concreta en una zona determinada.
Los mapas de ruido que se obtengan se podrán revisar, ampliar y modificar en años posteriores, aseguraron las fuentes, que señalaron que toda la información obtenida pasará a ser propiedad del Ayuntamiento y que el plazo máximo de entrega de los trabajos por la empresa adjudicataria será de ocho meses.

La Generalitat ha decidit tancar l´històric bar musical Keops de Santa Coloma de Farners a causa d´expedient sancionador per sorolls i molèsties als veïns que va ser iniciat molts mesos enrere. El local, que en compliment de la resolució de la Generalitat estarà tancat entre una setmana i quinze dies, haurà de pagar també una multa de 3.600 euros per la sanció.

El objetivo es determinar la exposición al ruido ambiental, poner a disposición de la población la información sobre el ruido y sus efectos, y adoptar planes de acción

La junta de gobierno del ayuntamiento de Murcia aprobó hoy la elaboración, por valor de 65.240 euros, del mapa de ruido del municipio, como obliga la normativa europea a las localidades con más de 250.000 habitantes, según informaron fuentes municipales.
En un comunicado de prensa explicaron que el objetivo de este mapa es determinar la exposición al ruido ambiental, poner a disposición de la población la información sobre el ruido y sus efectos, y adoptar planes de acción.
Añadieron que la elaboración de este mapa permitirá enviar al Ministerio de Medio Ambiente los datos requeridos que deben remitirse también a la Comisión, según la Directiva 2002/49/CE del Parlamento Europeo sobre evaluación y gestión del ruido ambiental.
Este mapa determinará el grado de exposición de la población en la zona de estudio al ruido ambiental producido por las diferentes fuentes de ruido existentes, y detectará las zonas especialmente sensibles al ruido como hospitales, colegios o residencias.
Asimismo indicaron que este iniciativa servirá, además, de soporte técnico para las nuevas edificaciones que se desarrollen y para disponer de las herramientas necesarias para predecir la variación de los niveles sonoros que supondría una actuación concreta en una zona determinada.
Los mapas de ruido que se obtengan se podrán revisar, ampliar y modificar en años posteriores, aseguraron las fuentes, que señalaron que toda la información obtenida pasará a ser propiedad del Ayuntamiento y que el plazo máximo de entrega de los trabajos por la empresa adjudicataria será de ocho meses.
